It is collection of fragments united in one file - that every location will be created in a 3d editor and then improved in a graphics editor...
And "tower" in the middle fragment from location - an aquatic sluice (his part) will pass the way of treatment also...

All work on forming of map I will do in 3dmax, therefore and a sec file will be created directly in this program... in relation to an answer
wyel2000:"Creating a new Y64 files is easy. but Creating a new sec files is veryhard". - A process of creation of y64 is trouble and not always fasts, if to take into account that at first it is needed to sketch the idea, then to pick up the prepared pictures and edit them to the ideal kind - as a result not always will nurse what expected... Therefore I am oriented on 3d creation of location(very hard  work on creation of model and texture - believe) - and an answer swims out from here - creating y64 is hard job (all four sides) -  to do for him a sec file it will not be so difficultly... though, also, not so simply  ;-)

I can to imitate a ma2 format , therefore with it problems will not be (a main problem it correct co-ordination of masks - problem in the shortage of time)...

my envisage the new map step is :
1.draw temporary picture
2.complete image conversion to Y64 (image to y64 is easy)
3.according to the Y64 edit sec (3dmax to edit)
4.make ma2 to mask
5.edit script to moding game.

me not know use 3dmax. so this my means.
if me is wrong. i'm sorry.

Notedly, that you don't know how to create a sec format you changed an eventual variant to the flat level (idea was good but the result is different, mismach)... On the second picture noticeable drawings of layes - trying to do good location, but planned not this, doesn't it?  More exact details are needed and not to decide on attained, if you need help - will help! (can do ma2   - send on my e-mail a working variant in an original size)... Very good for Commandos 1, but not for second...
Did you have all 4 sides of 2 picture?

When work is started, you feel that nowhere can cut out little pictures a detail, objects, buildings, and you must to do some picture by a brush or stamp, that is why it is better to teach up 3d editor, that able to create models and only then paste them on a map, agree?

not always object which want to cut out from all sides clean (upper can be some trees,or it is not visible through, for example, building or tree...)

working with an object in detail, a kind is very realistic in the distance



then it is  possible to add grass, bushes, tree and the result will be good
